What holds these lists together

The house, the street outside it, the pipes that bring water and power to both, and the plant that takes the waste water away again. These lists belong together because their words turn up in the same kinds of text — the local news, a zoning plan, a planning decision — and because almost every one names a step in a procedure rather than a thing. La recalificación looks like a requalification and is the rezoning of a plot, on which it depends whether a field may be built on at all. A sign reading obras announces roadworks or building works and has nothing to do with works of art.
