Strong and weak, soft and hard, safe and dangerous, open and closed, busy and famous.
The rule from the first adjectives holds: those in -ा change, the rest never do. Many of the unchanging ones are Persian or Arabic in origin and carry a nukta — ख़ास, मज़बूत, ख़तरनाक. A comparison needs no special form, only से: यह उससे बेहतर है, “this is better than that”.
