Cause and effect
How a text links two things, and how firmly it claims the link.
Veranlassen has two jobs, and English needs a different verb for each. With a person as its object it is about motives: Was hat Sie dazu veranlasst? asks what prompted you, and sich veranlasst sehen is the formal way of saying you felt obliged. With a thing as its object it is about paperwork: eine Prüfung veranlassen is to arrange for an inspection, and the note Ich veranlasse das on an office memo means that somebody will see to it, not that somebody was persuaded. Only the object marks the switch. That is why the second sense matters in a list about causes. An authority that veranlasst something has not merely influenced it, it has given the instruction, and a report that says so is naming who answers for the outcome. The noun der Anlass sits beside it and leans towards the first job: the occasion that set something off, not the order that made it happen.
