Wrong Pourquoi il n’est pas venu ? — Il oubliera.
Right Pourquoi il n’est pas venu ? — Il aura oublié.
Read il aura oublié as a real future — «he will have forgotten by then» — and you miss that the sentence is about now. After a question about the present, the futur antérieur is a guess about what has already happened. English speakers have the idiom and still trip here, because in English «he'll have forgotten» is a little more marked than the French is.
