What holds these lists together

Dealing with an office is 办(bàn), to handle: 办(bàn)手续(shǒuxù) is to go through the formalities, and it is the verb a newcomer hears at every counter. Forms use fixed labels rather than everyday words — 姓名(xìngmíng) rather than 名字(míngzi) for the name, 性别(xìngbié) for sex, 身份证(shēnfènzhèng) for the identity card — and recognising them matters more than being able to say them. Further up, the language of law and politics is formal written Chinese, full of fixed pairs of verb and noun and of short forms made from longer names. These lists are mostly for reading, and they are read on paper that has a deadline on it.
