The language of diplomacy is built from short formal syllables that combine freely. 国 means “country” mostly inside a compound or after a number: 邻国, 成员国, 两国 “the two countries”. Many titles are shortened, so a news report says 外长 where the full form is 外交部长. One reading to watch: in 难民 the first syllable is nàn, “disaster”, not nán, “difficult”.
