Most of this list names machinery: procedures, deadlines and the coinages of two courts, each doing exactly one job. Die Freizügigkeit does two, and they barely meet. It is built from frei and ziehen in its sense of moving house, and in law it is the right to settle and live where you choose: Article eleven of the Basic Law grants it to every German, and the treaties grant it to every citizen of the Union. The adjective freizügig wandered off. Freizügig mit Geld is open-handed, eine freizügige Auslegung is a generous reading of a rule, and ein freizügiges Kleid shows a good deal of skin; the noun follows it there, so sexuelle Freizügigkeit is permissiveness. A headline promising mehr Freizügigkeit can therefore be about labour markets or about late-night television, and only the nouns around it say which. In a treaty, a judgment or a residence permit it is always the first.
