This page explains vocabulary; it describes an administrative system and takes no position on anybody. Two terms structure the field in German. Der Grad der Behinderung is a number from 20 to 100 assessed by an office, and from 50 it brings a Schwerbehindertenausweis with defined entitlements. And der Nachteilsausgleich — literally the balancing out of a disadvantage — is the umbrella term for adjustments in exams, at work and in daily life.
