Warning level, evacuation, deployment — the language of a big emergency.
El dispositivo is a device, the thing in your pocket, and it is also an arrangement of people. El dispositivo de seguridad se montó de noche does not mean a gadget was installed: it means officers, barriers and vehicles were put in position overnight. El operativo works the same way from the other side — in English an operative is a person who works for somebody, while in Spanish it is the operation itself: el operativo movilizó a cien personas. Both come from disponer and la disposición, arranging things and putting them where they are needed, which is the sense English keeps when it talks about the disposition of forces.
