Buying and procurement in Spanish
Need, tender, framework, supplier — how a firm buys what it does not make itself.
El pliego de la licitación is the bundle a bidder has to read, and el pliego is one of those Spanish words English has to unfold into a phrase. It starts as a sheet of paper folded once, un pliego de papel, and from the fold it becomes the conditions written on it: el pliego de condiciones, and el pliego de descargo, the answer somebody files against an accusation. English has « the sheet », « the specification », « the terms » and « the defence », and no one word joining them. Spanish still hears the paper.
