Spatial planning

Who decides what may happen on a piece of land.

The twenty-fourth entry is os equipamentos coletivos, and the plural is the first warning. English « equipment » is kit — tools, machines, the gear a job needs — and it is a mass noun, so it takes no plural and no article of its own, and « the equipments » is a phrase nobody writes. Portuguese counts them freely, and what it is counting is not kit at all. Os equipamentos coletivos are buildings: the school, the health centre, the sports hall, the library, the day nursery. English divides that ground three ways. « Facilities » is what a planning document calls the buildings themselves, and it is where this entry belongs. « Amenities » is what a neighbourhood offers as an attraction — shops, a park, a swimming pool — and an estate agent reaches for it long before a planner does. « Equipment » stays with the kit inside the building. The mistake runs one way and is easy to miss, because reading equipamento as machinery turns a list of public buildings into an inventory of hardware, and the sentence still looks perfectly sensible.
