Money, conditions and the question of who decides.

zugutekommen turns the English sentence round. In English the people benefit from something; in German the thing does the work and the people stand in the dative: Das Geld kommt den Kleinbauern zugute. Put the farmers first and they are still in the dative, Den Kleinbauern kommt das Geld zugute, because the subject is always the money, the well or the programme. The verb is separable, so in a main clause zugute moves to the end and a long sentence keeps its point until the last word; in the infinitive and the participle it is written as one word, zugutekommen, ist zugutegekommen. That suits the field: the question an evaluation really asks is whom a measure reached, and the dative names them. Much of the rest of the list asks the same thing from the other side — who promised, who paid and who decided: die Mittelzusage, der Haushaltsvorbehalt, das Mitspracherecht, die Deutungshoheit.
