La apostilla is in this list for the stamp that makes a document good abroad, and English borrowed the word for that and for nothing else. Spanish kept the older sense as well. Una apostilla is a remark added at the edge of something already said, and apostillar is the verb for adding it: «no era el momento», apostilló el ministro is an ordinary line in a Spanish newspaper. English has no verb there at all and reaches for « added » or « put in ». The same word therefore does a notary's work and a heckler's.
