La oficina de proyectos guarda el método, no el poder: the project office keeps the method, not the power. And el poder is a noun that is also a verb, which English cannot do here at all. Poder is « to be able », and the noun is simply the infinitive standing still — so el poder is power in the ordinary sense, and no está en mi poder is « it is not in my power ». Then it goes where English needs three words: dar poderes a alguien is to grant authority, un poder notarial is a power of attorney, and actuar en nombre y por poder is signing for somebody else. What English splits into power, authority and proxy, Spanish keeps in one word — the same word it uses to say « I can ».
