Decision, service, deadline, appeal — the formulas administrations write in.
El recurso is two English words at once, and only one of them is « recourse ». Inside an office it is the appeal: el recurso de reposición, presentar un recurso, el pie de recurso. Everywhere else it is the resource: los recursos naturales, recursos humanos, no tengo recursos. English keeps the two apart and gives « recourse » no third sense beyond turning to somebody, so the way to read recurso is by the room it is standing in — a form, or a budget.
