Dangerous goods

The third entry is o grupo de embalagem, and a embalagem is the point where English makes a writer choose three times over. « Packaging » is the material and the trade behind it: the cardboard, the drums, the whole industry. It is a mass noun, so it refuses an article and a plural — a works makes « packaging », never « a packaging ». « Packing » is the act of putting the goods inside, which is why the grade in this entry is « the packing group » and not the other word: it says how a substance has to be packed, not what it is packed in. And « a package » is the finished object, filled, closed and marked, the one a driver counts at the kerb. The working rule is that one -ing form names the doing, the other names the stuff, and the bare noun names the result. One oddity is worth flagging, because it reads like a slip: the regulations themselves write « packagings », counting the very noun English elsewhere declines to count.
