What holds these lists together

Institutions everybody has dealings with, and lists in which the word is the smaller problem. Some terms translate neatly because the systems are alike: o centro de saúde is roughly a GP surgery and o médico de família the GP. Others translate without explaining anything. O decreto-lei is a law issued by the government rather than voted through parliament, and o Cartão de Cidadão is a national identity card, something a British reader has no everyday counterpart for. That is why many entries here carry a sentence about what the thing is in Portugal, not just a translation.
