What holds these lists together

One subject at three distances: the single building, the street outside it, and the pipes and cables that supply both. The lists belong together because their vocabulary turns up in the same kinds of text — the local news, the planning notice, the purchase deed — and because they share a difficulty: almost every word names a step in a procedure rather than a thing. A receção da obra is not a reception but the formal handover of finished works, and a discussão pública is not a debate but the period in which a plan is open to public comment. Both are moments at which something happens in law.
