La lutte contre les poussières is dust suppression, and the noun in the middle of it is the one to notice. French names a technical programme as a fight, and the pattern is so regular that a whole shelf of official headings is built on it: la lutte contre le bruit, la lutte contre l’incendie, la lutte contre la fraude, la lutte contre les inondations, and, shortened to a prefix, la lutte antipoussière. Nothing dramatic is meant by any of them. They are the ordinary titles of a regulation, and la lutte there sits much closer to « measures against » than to any struggle. English almost never goes that way. It reaches for a noun of management instead — « dust suppression », « noise abatement », « fraud prevention », « flood defence », « pest control » — so anyone who writes « the fight against dust » into a mine safety plan produces a sentence that is grammatical, perfectly clear, and unmistakably translated. The one place English kept the fight is « fire-fighting », which is exactly why that single phrase sounds native and the others do not.
