Who says a thing in what way — and what the chosen verb quietly claims about it.
Intervenir is the false friend that rewrites a set of minutes without anybody noticing. Both languages took it from Latin intervenire, to come between, and both kept that sense; what differs is which kind of coming between became the everyday one. In English, to intervene is to step into something already in motion and change its course — a war, a fight, a family crisis — and the noun has travelled further still, so that « an intervention » now suggests a room full of relatives confronting somebody. In French it is the plain word for taking the floor. Il est intervenu trois fois means he spoke three times and nothing more dramatic; une intervention at a conference is a talk, and the chair may ask for une brève intervention. The sentence in this list, Il intervient toujours au milieu d’une phrase, is the sharper case where the speaker really does cut in, but that is the context working, not the verb. One further sense is worth holding on to: in a hospital une intervention is an operation. Reach for « to speak » first, and for « intervene » only when somebody was genuinely stopped.
