La houle is the swell, the long undulation that arrives from far off with no local wind to explain it, and it is a plain concrete word that a forecast uses without ceremony. What an English reader will not expect is the adjective the same noun produced, because houleux has almost left the water. Une séance houleuse is a stormy meeting, un débat houleux an argument that kept breaking over the chairman, une assemblée générale houleuse the evening the minutes will smooth over. The picture is exact, and it is not the picture of a storm: nobody shouts the whole time, the room simply keeps rising and falling and never settles. English reaches instead for « stormy » or « heated », and its own sea word gives it no adjective at all, since « swelling » says something else entirely. So the two halves of this family are learned apart. La houle stays at sea; houleux is met far more often in a newspaper than on a boat, and rendering it by a word for weather throws away the rocking that is the whole of the image.
