The tense moves back one step
Only when the reporting verb is in the past — as in English.
If the reporting verb is in the <b>present</b>, nothing about the tense changes: Dice che è stanco, Dice che verrà. English behaves the same way.
If it is in the <b>past</b>, everything moves back one step: presente becomes imperfetto, passato prossimo becomes trapassato prossimo, futuro becomes condizionale passato.
That last one is where Italian parts company with English. For a future seen from the past it is <b>not</b> the simple conditional but the compound: Ha detto che sarebbe venuto — where English says « he said he would come » with one word and no compound in sight.
The pointing words move as well: oggi becomes quel giorno, domani becomes il giorno dopo, ieri becomes il giorno prima, qui becomes lì, questo becomes quello. English does the same, so this half costs nothing.

A present reporting verb shifts nothing.

The future seen from the past is the condizionale passato.
Ha detto che sarebbe partito il giorno dopo.He said he would leave the next day.
The imperfetto and the trapassato stay as they are.
Ha detto che era già venuta.She said she had already been there.
Words of time and place move with it.
Ha detto che aveva chiamato il giorno prima.He said he had called the day before.

« He said he would come » is one word in English, « would », and the Italian form that looks like it — verrebbe — is the wrong one. A future seen from a past moment takes the compound conditional, sarebbe venuto. The simple form belongs to a future seen from now, and nothing in the English sentence distinguishes the two.
A future seen from the past is sarebbe venuto.
